Ex ante Evaluation of the Development Plan of the Primorje-Gorski Kotar County (ex ante PGŽ​)

Summary: 
Ex ante evaluator will actively monitor and assess the preparation of the Development Plan of the Primorje-Gorski Kotar County and advise the involved participants. Standard evaluation methodology based on frequent contacts and monitoring the workshops will be adjusted in accordance with current epidemiological requirements. Two prescribed interim reports will be timely delivered in order to enable the participants to amend the drafts of particular chapters of the Plan. Final report will be prepared and delivered right after the finalization of the draft Plan. Ex ante evaluation will follow the following prescribed criteria: justifiability (purposefulness) of the Plan, its relevancy (importance and expected efficacy), consistency (harmonization of the analysis, derived goals and development measures) and coherence (internal coherence: synergy of development goals and external coherence: harmonization of the Plan with other relevant development documents)​.
