Analysis and recommendations for making local administration budgets favourable for energy efficiency projects

Project goal: The main goal of this project was to assess the need for changes in public budgeting procedures in Croatia and to develop recommendations for reforming the local budgeting practice in Croatia to be supportive for energy efficiency projects in the residential and service sector. 

Project outline: 
1. Analysis of the current situation in Croatia 
1.1. Analysis of the existing budgeting system in the LGUs 
1.2. Analysis of the legal limitations for local borrowing 
1.3. Analysis of the energy efficiency financing treatment in the local budgets 

2. Comparative analysis of possible solutions for appropriate treatment of energy efficiency in the local budgeting based on the experiences in European countries 
2.1. Review of the basic characteristics of performance budgeting 
2.2. Review of possibilities, limitations and recommendations for borrowing of the LGUs 
2.3. Comparative analysis of posible solutions 

3. Recommendations and proposal of solutions for appropriate treatment of energy efficiency in the local administration budgeting based on the comparative analysis of possible solutions.
