Brief outline:
GBAORD: identifying public financing research indicators from extant literature search (Frascati manual, Eurostat, published research studies), mapping situation in Croatia related to state budget and outlays for R&D within state ministries/agencies, defining report units, designing survey instrument, defining algorithms for computing the total outlays.
CDH: literature search (Eurostat, published research studies), improvements of the survey instrument by adding country specific questions, harmonization with Eurostat practices.
CIS: literature search (Eurostat, published research studies), improvements of the survey instrument by adding country specific questions, harmonization with Eurostat practices.
